Add garlic cloves to a medium pot.
Cover garlic cloves with oil by 1-2 inches. This may be less or more than 2 cups of olive oil.
Bring heat up to a simmer, most likely medium heat, and cook garlic for 20-25 minutes or until brown (not burnt).
Using a slotted spoon, remove garlic cloves from the oil and place directly into a blender or food processor (food processor will work better if you have one).
Add almond milk and salt to the garlic cloves and puree or pulse until desired texture.
Cool oil to room temperature and save for future cooking usage. Keep the oil in a sealed airtight container.
